Cathryn (Cate) Asp
Research Analyst | Public and Affordable Housing Research Corporation
Cathryn (Cate) Asp is a research analyst at PAHRC, where she helps maintain the National Housing Preservation Database and contributes to PAHRC’s research on affordable housing programs. Cathryn has spent the last five years applying public policy, economics, data analysis, and equity research in a variety of roles. Prior to joining PAHRC in 2023, she worked as a research analyst at MDRC, where Cathryn focused on K-12 education research, Charter Oak group as a data consultant, and Conning as a data analyst within the data governance and risk team. She has conducted numerous independent research studies on the impacts of alternative education programs in the K-12 realm, including a study of Washington State’s Running Start that allowed her to graduate with her Bachelor’s in Economics from Western Washington University with honors at nineteen years old. In the time since, Cathryn graduated with a Master’s in Public Policy and a Certificate in Survey Research from the University of Connecticut.
Andrew Aurand
Vice President for Research | National Low Income Housing Coalition
Andrew Aurand is vice president for research at NLIHC. He leads NLIHC's research team in documenting the housing needs of low-income renters in annual publications like The Gap and Out of Reach, conducts additional research that informs housing policy related to extremely low-income renters, and co-manages the National Housing Preservation Database. Prior to joining NLIHC, Andrew was a faculty member in the Department of Urban and Regional Planning at Florida State University, where he taught housing policy and research methods and completed research on the impact of comprehensive planning on the supply of affordable housing. He holds a master's degree in social work and a Ph.D. in public policy from the University of Pittsburgh.
Dan Emmanuel
Senior Research Analyst | National Low Income Housing Coalition
Dan Emmanuel is a senior research analyst at NLIHC. Before joining the organization in 2013, he worked in a range of housing and community development contexts, with a focus on program evaluation and community needs assessment. Dan earned his bachelor's degree in philosophy and psychology from the College of William & Mary and a Master of Social Work with a concentration in community and organization practice from Saint Louis University.
Kelly McElwain
Manager of Research and Industry Intelligence| Public and Affordable Housing Research Corporation
Kelly McElwain has spent the past decade advancing the preservation of affordable housing through her research and strides to improve data accessibility. She is the manager of research and industry intelligence at PAHRC, where she is responsible for managing the National Housing Preservation Database and overseeing research on affordable rental housing programs. Her research has examined affordable housing preservation needs and programs, exposure of affordable housing to natural hazards, the characteristics of people receiving housing assistance, and initiatives affordable housing providers are engaged in to boost resident outcomes. Her work has helped localities across the country document their affordable housing stock and build the case for preservation efforts. Before joining PAHRC in 2014, Kelly assisted nonprofits with research projects, donor stewardship, and grant writing as an intern and consultant. Kelly holds a master’s degree in public policy and a Certificate in Survey Research from the University of Connecticut, and a Bachelor of Science in Policy Studies and Biotechnology from Syracuse University.
